Currently, the Beirut side is buffered from the river by two main roads Cornice El Nahr and Emile Lahoud Highway both linking the coastline with the eastern suburbs of Beirut. In between is located an irregular urban blocks, some of them results of river domain reclamation which are used for governmental buildings others were built in the Non Aedificandi zone disrespecting the regulations and buildings were built poorly with inadequate sanitary and safety conditions.

Bacha was commissioned to propose a re-development of a master plan of this irregular urban blocks that would be an important investment to both landlords and the government
